SEBE wins complex procurement disputes

SORAINEN successfully represented one of the biggest bus carriers in Estonia in four highly complicated procurement disputes which arose out of a single procurement. The disputes involved complex issues, such as grounds for exclusion of tenderers, qualification criteria, award criteria when using the economically most advantageous offer and the validity of a procurement contract.

Two of the counterparties' complaints submitted to the Supreme Court were dismissed and one withdrawn. The fourth complaint is pending at the Supreme Court, but has no relevance to the client.
