Kaupo Lepasepp is a partner and co-head of the Competition & Regulatory Practice Group in the Baltic States and Belarus, which includes the Competition, Distribution & Trade, Energy & Utilities, Information Technology & Data Protection, Infrastructure & Regulatory, Intellectual Property, Telecommunications and Transport & Maritime Practice Areas. Kaupo has been practising law since 2002. He has significantly contributed to building up the specialisation and know-how of our Commercial & Regulatory Practice Group.

Kaupo has exceptional experience in advising on a wide range of competition law issues, including prohibited agreements and representing clients in competition law related negotiations and procedures involving both the European Commission and the Estonian Competition Authority. He also has a substantial background in competition law court disputes. In addition, he focuses on dominant position issues arising in infrastructural and regulatory areas, especially in the natural gas, water & sewerage, electricity and district heating (heat and electricity co-production) and railway sectors. For years Kaupo acted as a core member of international team, assisting US and UK investors in a major Estonian railway cargo and infrastructures operator in a spectrum of local and international proceedings against the government which resulted in successful divestment. Foreign investment protection and interaction with regulators has remained his core expertise ever since.

Kaupo leads a strong cross-border team assisting energy sector clients which enables Sorainen to advise on the most demanding assignments involving foreign or international elements (e.g. interconnections, cross-border trade). He is trusted by major energy market participants active in the Baltic Rim, from financial investors to local market leaders and Nordic gas and electricity companies, advising on routine daily matters as well as participating in strategic decision making (e.g. design and implementation of pricing principles and methodologies meeting both the requirements of sector-specific EU directives and local markets, government relations and disputes involving administrative procedures).

Kaupo regularly advises on setting up international and local distribution networks, helping with drafting and implementing international agreements, assisting with questions related to trade structures and relevant competition law.

In the intellectual property, information technology and telecommunications fields Kaupo focuses on technology and IP transfers, protection of know-how and confidential information, IT and data protection matters and unfair competition issues, especially from the viewpoint of commercial contracts.

In 2014 Kaupo was elected by the management board of the Estonian Bar Association to the new State Legal Aid Committee. 2010-16 he served as a member of the Ethics and Methodology Committee of the Estonian Bar Association.

Kaupo was a member of the Estonian Competition Authority working group on the new national Block Exemption Regulation. Kaupo has contributed to several international legal studies (e.g. Privacy International's multijurisdictional study "European Privacy and Human Rights 2010" funded by the European Commission, telecoms and an EC study on e-Health). Kaupo has served as a member of the evaluation and examination committee of court bailiffs appointed by the Estonian Minister of Justice.
