Norman Aas, counsel, is the head of the White-Collar Investigation Practice Area in Estonia. Since 1997 he has held positions at the Prosecutor’s Office and Ministry of Justice and has remarkable expertise in the fields of criminal law and criminal proceedings including investigation of economic offences and offences relating to public office.

As Prosecutor General from 2005 to 2014, Norman was responsible for prosecuting the main large-scale corruption offences in Estonia. In the same capacity he also successfully represented the Prosecutor’s Office in several cases in the Supreme Court. 

Immediately before joining Sorainen, Norman was Secretary General of the Ministry of Justice responsible for coordinating the law-making process, directing the daily work of the ministry and the activities of institutions in the ministry’s administrative field.

Norman is a valued lecturer and author of articles on criminal law and criminal proceedings. From 1994 to 1998 he studied at the Faculty of Law of the University of Tartu and from 1999 to 2001 at the Greifswald University Faculty of Law where he acquired a Master’s degree in law (summa cum laude).

Norman has received several national acknowledgements. In 2003 he was voted Prosecutor of the Year. Additionally, he has been awarded Medals of Merit from the Central Criminal Police, the Tax and Customs Board, the Internal Security Service, the Estonian Forensic Science Institute and the Police and Border Guard Board. In 2014 the Minster of the Interior presented him with an engraved Walther P99 pistol.   

According to Art. 40 (3) of the Bar Association Act, lawyers do not provide legal services. Lawyers are assisting the attorneys.
