Senior Associate Karl Kask applies his extensive knowledge of public law, environmental law, construction and planning, EU law and administrative and civil proceedings as a member of the SORAINEN litigation team. As a renowned expert in out-of-court settlements and a successful negotiator, Karl also has an extensive practice of representing clients before state and municipal authorities.
He started his legal career in 1994 with Teder & Rask, a law firm founded by future Supreme Court Chairman Märt Rask and future Legal Chancellor Indrek Teder. For almost 10 years before joining the SORAINEN team in 2016, Karl worked at another leading law firm, where he became a partner and head of the public law and administrative litigation practice in 2009.
During an outstanding career of over 20 years, Karl has participated in resolving hundreds of disputes.
More than 30 cases with his involvement have been decided by the Estonian Supreme Court. This includes several cases heard by full Supreme Court Colleges, where judges debate matters of legal principle. Karl is also one of the few Estonian lawyers to represent a client in the ECJ preliminary ruling procedure.
In another landmark case, Karl represented an Estonian meat producer, successfully contesting surplus stock charges in the Estonian courts and the Court of Justice. The Court of Justice found Estonian undertakings not liable for the charges, as relevant EU legislation had not been published in Estonian at the time of Estonia’s accession to the Union.
Karl’s high-profile practice also includes successful litigation such as the case involving EUR 2 million in criminal damage caused to an international construction company and the ensuing tax dispute, or representing Estonia’s largest sock manufacturer in a plant construction dispute with a value approaching one million euros.
He successfully settled a claim for EUR 1.5 million euros in damages against a law firm; out-of-court pollution charge proceedings against a major waste handler in which the company faced up to EUR 3.3 million in penalties; an out-of-court claim for EUR 1 million in damages against an international IT company; and an out-of-court dispute between a major Estonian animal farmer and its contract partner.
Many lawyers are familiar with his handling of complex disputes over healthcare funding, environmental issues, construction and planning law and EU aid, many of which have been brought before the Supreme Court.

Karl has also represented state and public authorities, notably in disputes involving the keeper of the national traffic register. Karl's litigation expertise has been recommended by renowned publications such as Legal 500.
