Experience

Kadri Härginen has been practicing law since 2005 and advises mainly on public procurement and dispute resolution issues. She has substantial experience in the field of planning and carrying out procurements from A to Z as well as representing clients before the Public Procurement Review Committee and the courts. In addition to administrative disputes, she has also represented clients in civil law disputes in the fields of employment and property law.

Kadri’s substantial experience in the field of public procurement stems from having worked for three years as a procurement specialist at the Estonian Rescue Board and Ministry of Interior, where she was responsible for organizing public procurement tendering procedures involving, eg, a multifunctional coastguard ship, a coastguard helicopter and rescue equipment.

In addition to practical experience gained as procurement specialist, Kadri has worked at the department of public procurement and state aid of the Estonian Ministry of Finance, where her scope of work involved responsibility for legislative and policy development in the field of public procurement, including presenting changes to public procurement legislation. Her duties also included advising contracting authorities and tenderers, as well as training in the field of public procurement. As a recognised speaker at seminars and training focusing on public procurement, Kadri has trained judges, state authorities and local governments.

Kadri’s academic work is all in the field of public procurement, with a bachelor’s thesis on framework agreements and a master’s thesis on exclusion criteria from public procurement proceedings. Since 2012, Kadri has been a doctoral student at Tartu University Faculty of Law with graduation forecast for 2016. Her doctoral thesis continues to explore the subject of the master’s thesis (“Legal essence of qualitative selection criteria in public procurement law”).
