Paulius Koverovas is a specialist counsel and head of the Competition & Regulatory Team in Lithuania, which includes the Competition, Energy & Utilities and Infrastructure & Regulatory Practices. He has been practising law since 1999.

Paulius was previously state secretary at the Lithuanian Ministry of Justice for six years and is a well known and highly regarded personality in the Lithuanian legal and business community. Paulius represented the government (Ministry of Justice) in the first ICSID case against Lithuania where he gained experience in investment disputes. Prior to joining the Ministry of Justice, he worked as general counsel of a mobile phone operator in Lithuania where he was involved in cases related to sale of shares and competition matters.

Due to his extensive experience in complex merger and cartel cases Paulius is widely recognised as a leading competition law practitioner in the Baltic States. He is also recognised practitioner in administrative law by Best Lawyers.

Paulius, additionally to his legal practice, lectures at Vilnius University Faculty of Law. He also co-authored a monograph on implementation of the Lithuanian civil procedure code, a study on the transformation of the enforcement procedure into the electronic form and has co-authored commentaries on Labour code of Lithuania and Civil procedure code of Lithuania.
