The Latvian Parliament has adopted changes to the Public Procurement Law, which came into force on 1 January this year. The changes to the legislation affect both suppliers and clients. What exactly has changed and how does it affect your daily operations? Confinn invited to a seminar on 16 April: “Public procurement: 2014 changes to the law and the most recent topicalities”.

This practical and interactive seminar featured some of the best-known experts in public procurement: director Arita Ūdre from the Administrative Penalty Department of the Procurement Monitoring Bureau, SORAINEN partner and attorney-at-law Ieva Azanda and director Marika Grunte from the Prohibited Agreement Department of the Competition Council. They discussed the main changes to the regulatory legislation and their effects on planning, organising and the performance of public procurement.

Ieva Azanda told seminar participants about permitted cooperation within the scope of a procurement procedure par and its legal regulation:

  • How is a joint offer submitted?
  • How is a cooperation with sub-contractors formed in line with the norms of the Competition Law?
  • What limitations can be provided in a cooperation agreement with regard to joint participation in procurement?
  • The most typical structures for cooperation and consortium agreements.
