SORAINEN is providing legal assistance to RB Rail, including by drafting an agreement between all involved beneficiaries of the EU funding about the management, control and reporting aspects of use of EU funding, developing a procurement strategy for RB Rail and the Rail Baltic / Rail Baltica railway construction project, advising on legal aspects of public procurements related to implementation of the project, and drafting tender bylaws and procurement contracts for selected procurement activities organised by RB Rail.

The main business of RB Rail lies in the design, construction and marketing (including branding) of the Rail Baltic / Rail Baltica railway – a new, fast, conventional double-track, electrified railway line with a maximum design speed of 240 km/h for passengers and 120 km/h for freight, utilising European standard-gauge rails (1,435 mm) on the route from Tallinn through Pärnu-Rîga-Panevezys-Kaunas to the Lithuanian-Polish border, with a Vilnius-Kaunas connection.

Total estimated costs of the project are around EUR 5 billion, largely financed by EU financial instruments, ie, the Connecting Europe Facility (CEF). This is the largest infrastructure project in the Baltic States to date.
