The European Commission has opened an in‑depth investigation into whether an arbitration award ordering Bulgaria to pay compensation to ACF Renewable Energy Limited constitutes unlawful State aid. The award stems from an intra‑EU dispute under the Energy Charter Treaty, an arbitration route that the CJEU has previously ruled incompatible with EU law. The Commission’s preliminary view is that paying the award would breach EU State aid rules and possibly the EU’s judicial autonomy.

The Digital Networks Act introduces one‑stop registration for companies, establishes an EU‑level spectrum framework for satellite services, makes national spectrum licensing more predictable by offering longer, renewable licences, promotes spectrum sharing to ensure efficient use, and establishes a voluntary cooperation mechanism between telecom operators and digital service providers.
