Commission fines Temu €200 million for breaching the Digital Services Act

The European Commission fined Temu €200 million under the Digital Services Act for failing to properly assess and address the risks of illegal products being sold on its platform.
The Commission found that Temu’s risk assessment underestimated the likelihood of EU consumers encountering illegal products and did not adequately evaluate how the platform’s design could contribute to their dissemination. Temu must submit an action plan by 28 August 2026 to address the identified shortcomings.

Commission opens in-depth foreign subsidies investigation into JD.com’s proposed acquisition of CECONOMY

The European Commission opened an in-depth investigation under the Foreign Subsidies Regulation into JD.com’s proposed acquisition of CECONOMY.
The Commission has preliminary concerns that JD.com may have benefited from foreign subsidies, including preferential financing, tax incentives and grants, which could have distorted the acquisition process and may affect competition in the EU internal market. The Commission is expected to adopt a decision by 2 October 2026.
Court of Justice clarifies rules on recovery of unlawful State aid

In Case C-545/24, the Court of Justice ruled that national authorities and courts must disregard domestic procedural rules that automatically suspend the recovery of unlawful State aid when beneficiaries provide financial guarantees.
The Court confirmed that Member States must ensure the immediate and effective recovery of unlawful aid and that guarantees do not remove the economic advantage obtained by beneficiaries where recovery is delayed.

Regulation (EU) 2026/1139 amending the European Globalisation Adjustment Fund Regulation

Regulation (EU) 2026/1139 expands the scope of the European Globalisation Adjustment Fund (EGF) to support workers affected by imminent job displacement in enterprises undergoing restructuring.
The new rules allow employers to request EGF support for reskilling, upskilling and career transition measures before redundancies take place, with the aim of helping workers remain in employment or move more smoothly to new jobs.
