Commission preliminarily finds Meta in breach of the Digital Services Act

The Commission concluded that Meta Platforms, Inc. failed to effectively prevent children under 13 from accessing Instagram and Facebook, despite the platforms’ minimum age requirement. Meta’s age verification and reporting tools were found to be ineffective, exposing minors to age-inappropriate and potentially harmful content.

If confirmed, the findings could lead to a formal non-compliance decision and fines of up to 6% of Meta’s global annual turnover.

Directive (EU) 2026/1021 of the European Parliament and of the Council of 29 April 2026 on combatting corruption, replacing Council Framework Decision 2003/568/JHA and the Convention on the fight against corruption involving officials of the European Communities or officials of Member States of the European Union and amending Directive (EU) 2017/1371 of the European Parliament and of the Council

The Directive establishes minimum EU rules on corruption-related criminal offences and penalties. It replaces existing EU instruments on corruption and amends Directive (EU) 2017/1371 on offences affecting the EU’s financial interests.

It criminalises public and private sector bribery, misappropriation, trading in influence, unlawful exercise of public functions, obstruction of justice, enrichment from corruption offences and concealment. It also requires Member States to strengthen prevention, reporting, investigations, anti-corruption bodies, data collection and cooperation.

Migration

Commission welcomes the Council of Europe declaration on migration 

Adopted: May 15, 2026

The declaration addresses key migration issues, including irregular arrivals, the instrumentalisation of migration and the return of illegally staying third-country nationals. It emphasises the need to balance effective migration management with the protection of fundamental rights under the Council of Europe and the European Convention on Human Rights.

EU Talent Pool Regulation published in the Official Journal

Regulation (EU) 2026/1047 of the European Parliament and of the Council of 29 April 2026 establishing an EU Talent Pool establishes a Union-wide platform to facilitate the recruitment of jobseekers from third countries residing outside the Union to fill shortage occupations in participating Member States.

The EU Talent Pool takes the form of an IT platform connecting profiles of registered jobseekers from third countries with job vacancies of participating employers and other participating entities in participating Member States. Participation by Member States is voluntary.
