The Official Journal has published Regulation (EU) 2025/2643 of the European Parliament and of the Council of 16 December 2025 establishing the European Defence Industry Programme and introducing a Union framework to ensure the timely availability and supply of defence products (“EDIP Regulation”). The regulation is designed to bolster the Union’s defence industrial readiness by creating mechanisms that enhance production capacity, mitigate supply-chain disruptions and support coordinated procurement efforts among Member States.

Commission publishes Foreign Subsidies Regulation Guidelines

The Commission has published new Guidelines under the Foreign Subsidies Regulation, clarifying the assessment of distortions caused by foreign subsidies in the EU market, including in public procurement, and introducing safe harbours for low-risk cases. The Guidelines aim to ensure consistent enforcement and undistorted competition in the internal market, while maintaining openness to foreign investment.
