Commission opens antitrust investigation into Meta’s new policy concerning AI providers’ access to WhatsApp

Published: 4 December 2025

The European Commission has launched a formal antitrust investigation to examine whether Meta’s recent policy regarding AI providers’ access to WhatsApp violates EU competition regulations.

Under the policy introduced in October 2025, AI providers are barred from using the ‘WhatsApp Business Solution’—a tool enabling businesses to interact with customers via WhatsApp—if AI constitutes their main service. However, companies may still employ AI for secondary purposes, such as automated customer support through WhatsApp. The Commission is concerned that this restriction could hinder third-party AI providers from delivering their services via WhatsApp within the European Economic Area (EEA).
