I joined Sorainen after a successful career as General Counsel (Director of the Legal Department) in the Latvian Ministry of Defence, and in the diplomatic service. With Sorainen I focus on the following matters: public procurement and public-private partnerships, dispute resolution, insolvency and restructuring, commercial contracts.
Rail Baltica and other public procurement cases. I have assisted many tenderers with successful preparation of tenders, some valued at over EUR 100 million, as well as in disputes and litigation about tender requirements and results. I have also advised contracting authorities and drafted tender documents, as well as representing them in disputes. In particular I can be proud of drafting tender documents for specific tenders for the implementation of the Rail Baltica project, as well as for the construction of a new prison in Latvia. In addition, I have advised on defence and security procurements.
Public-private partnership projects. I have assisted Riga municipality with drafting public-private partnership tender documents for designing, building, financing and operating a northern roundabout for Riga (due to the financial cost of the project, about EUR 1 billion, the project was not implemented).
Dispute resolution. I have represented clients in numerous complex litigation cases of varying magnitude in civil and administrative courts, as well as out-of-court negotiations.
Insolvency and restructuring advice. I have also advised and represented the interests of many clients in restructuring and insolvency proceedings of their debtors, as well as associated litigation.
Commercial contracts. I have had the opportunity to draft contracts on dozens of different subjects involving parties from multiple jurisdictions.
