About me

My view of Estonian law has mostly been shaped by a decade of work experience as head of the public law department at the Ministry of Justice. Participating in Estonia’s legislative process, I have seen legislative initiatives from all ministries and directly contributed to the development of important Estonian laws. My main role during 2008-2019 was to verify the constitutionality of legislative initiatives within the Government. I believe that as part of a broader mission, each lawyer should help public authorities perform their tasks in a way that ensures strong protection of the fundamental rights of citizens.

According to Art. 40 (3) of the Bar Association Act, lawyers do not provide legal services. Lawyers are assisting the attorneys.

Professional highlights

Expert in constitutional and administrative law. In my previous positions, I participated in numerous discussions with public authorities so as to strengthen the rule of law and protect fundamental rights against state interference. I am well acquainted with Estonia’s administrative laws that play a major role in relationships between the state and its citizens. My special competence relates to assessing the lawfulness of measures taken by public authorities. Respect for the rule of law and fundamental rights in Estonian legal practice has been and remains my priority.

Expert in the Estonian legislative process. I have a thorough knowledge of Estonia’s legislative drafting organisation, with rulemaking dispersed among numerous public authorities. I can help better understand the motifs and bottlenecks of legislative processes and offer recommendations for improving legislation. Among others, I have contributed to the development of the General Part of the Economic Activities Code Act, the Civil Service Act, review of public security legislation, administrative court procedure and state liability regulation, the Compensation for Damage Caused in Offence Proceedings Act, the Personal Data Protection Act, the Construction Code, the Planning Act and drafting of environmental laws.

Facilitating government relations. I help citizens and undertakings overcome bureaucratic obstacles in diverse proceedings related to official permits, planning and the like. I provide insights on how the state works. My objective is to help shift government relations from strict supervision towards flexible solutions that would alleviate competition by the state and its citizens, promote dialogue, government and citizen responsibility and self-regulation. I will also help protect positions in court, where necessary.
