We advised the French company Oxan Energy on the initiation of superficies licence proceedings and an environmental impact assessment for the construction of an offshore wind farm.

This marked Oxan Energy’s entry into the group of offshore wind farm developers in Estonia. The company specialises in marine energy, particularly in the development of floating wind turbines. Its goal is to develop, construct and operate offshore wind energy projects and green hydrogen production facilities.

Development of an offshore wind farm in the Saare 1 innovation area

Oxan Energy won the auction held in January this year for the Saare 1 marine area, located approximately 60 kilometres west of Saaremaa. The company plans to establish an offshore wind farm in this area. According to the superficies licence application, up to 60 wind turbines with a total capacity of up to 900 MW and up to three offshore substations are planned for the 88 km² innovation area.

The developer must next submit the environmental impact assessment programme to the Consumer Protection and Technical Regulatory Authority (TTJA) within 18 months, and the environmental impact assessment report must be submitted within 24 months of the programme’s approval. If the report meets the requirements, a superficies licence can be issued, and after the completion of design work, the application for a building permit can begin.
