Sorainen provided legal support to the Škoda Transportation and Škoda Vagonka consortium in a tender for the first delivery of BEMU trains in Latvia.

About the case

On 9 October 2025, the state-owned company Autotransporta direkcija decided to award the contract to the Škoda consortium, confirming that its offer met all tender requirements. The proposed price and other essential parameters were in line with the funding available to the project. Today, on 11 December 2025, the Škoda consortium successfully signed the contract with the contracting authority for the supply of BEMU trains, with a total value exceeding EUR 89 million.

“The procurement process lasted two years and involved disputes before the Procurement Monitoring Bureau and a technically complex negotiation period,” explains Katrīne Pļaviņa-Mika, head of Sorainen Latvia’s Public Procurement and Public Law team and attorney-at-law.
