We advised Tallinna Linnatransport (TLT) during proceedings held before the Public Procurement Review Committee concerning a large-scale charging infrastructure project for electric buses and battery trolleybuses. The project represents an important step in Tallinn’s transition to zero-emission public transport and supports the deployment and operation of the city’s growing fleet of electric vehicles.
The procurement contract, valued at approximately EUR 2.45 million, covers the design, construction and maintenance of charging infrastructure for electric buses and battery trolleybuses. The project includes new substations, charging equipment, central management software and related electrical works. Once completed, the infrastructure will enable the overnight charging of more than 30 public transport vehicles and include load-management functions that will help optimise charging across the fleet.

TLT sought to retain the outcome of the procurement procedure and achieve a fair resolution in relation to objections raised by one of the bidders. The successful outcome enabled our client to conclude the contract and implement this strategically important infrastructure project without unnecessary delays.
We advised the client on the analysis and interpretation of technical procurement documents and bids, and represented the client before the Public Procurement Review Committee. We carried out a comprehensive legal analysis and successfully protected the client’s interests throughout the proceedings.
