About me

I am an expert in energy law, regulation, policy, strategy and management. I have practised in the energy sector since 2005 and specialise in the fields of electricity, gas (including LNG), renewable energy sources, nuclear energy, energy efficiency, energy markets, climate change management and other related areas. Providing wide-ranging services in the energy sector – from law-making to daily business operations – I am always able to offer my clients tailor-made, complex and non-standard solutions.

Professional highlights

Support in creation and implementation of energy law. I have authored and co-authored over 200 legal acts regulating relations in the energy sector in 17 European jurisdictions. I have been and remain actively engaged in energy legal and regulatory reforms in the Baltic States, Ukraine, Georgia, Albania and other countries. I contribute to shaping the practices of domestic transposition and implementation of EU energy law – including the Third Energy Package, the Clean Energy Package, and the “Fit for 55” legislative package under the European Green Deal – both in various EU member states and in the contracting parties of the Energy Community.

Contribution to the implementation of strategic energy infrastructure and market organisation projects. I have contributed to the establishment of legislative, regulatory, contractual-basis and/or operational arrangements in the majority of the most significant energy projects in the Baltic States in recent years, including the cross-border electricity connectors Estlink, LitPol Link, NordBalt and Harmony Link; the LNG terminal in Klaipėda; the Visaginas Nuclear Power Plant project; and synchronisation of the Baltic power systems with the Continental European Network. I also worked on certification of the TAP gas pipeline (Albania, Greece, Italy), development of the legal framework for gas storage in Georgia, organisational setup of the gas transmission system of Ukraine, and other strategic national and cross-border energy projects.

Engagement with a wide range of clients. As a team leader, key expert or a member of a legal counselling team for international projects, I have contributed to over 60 major developments related to energy regulation, market reform and infrastructure in 20 European countries. I have provided advice to a wide variety of stakeholders, including the Directorate-General for Energy of the European Commission, EU delegations in various countries, national parliaments, governments, ministries, regulatory authorities and other public bodies, as well as system operators and other energy market participants.

Spreading energy know-how among experts and the wider public. I have delivered over 130 speeches and lectures on energy law, regulation, policy and other related matters in 18 countries. I am an invited lecturer at the Kyiv School of Energy Policy and at the Energy Community Summer School. In 2018 and 2019 I received an award from students at the latter institution for being the best lecturer. I have organised and delivered institutional and administrative capacity-building trainings to ministries, energy regulators and system operators in Lithuania, Albania, Ukraine, Bosnia and Herzegovina, Georgia and other countries.
